Since 2002 MMS has provided FOG Program and Industrial Pretreatment Program assistance to cities, municipalities, and utilities. MMS has worked with over 60 cities in FOG Program development, implementation, management, consent decree response, training, and assistance. MMS Industrial Pretreatment Program assistance includes working with over 40 cities in sewer use ordinance reviews, audits, industrial inspections, permit writing, industrial waste surveys, local limits evaluations, and training. Also, MMS has worked as an EPA subcontractor conducting pretreatment program training, pretreatment compliance audits and inspections, and local limits evaluation reviews in EPA Regions 1, 4, 5, 6 and 9.

Our Owner

Byron Ross

Principal / Owner

Byron Ross has over 38 years of experience in industrial pretreatment, wastewater treatment, receiving stream assessment, and environmental sampling and monitoring. In 2003, Mr. Ross started Monitoring and Management Services, LLC (MMS), a small business that provides technical assistance to federal, state and local government agencies in the areas of industrial pretreatment and Capacity, Management, Operations, and Maintenance (CMOM). Since 2004, Mr. Ross has been a contractor for Tetra Tech for EPA tasks related to industrial pretreatment and wastewater, including performing over 39 Pretreatment Compliance Audits (PCAs), Pretreatment Compliance Inspections (PCIs), and Industrial Pretreatment Needs Assessments in EPA Regions 3 and 9. He has conducted over 60 Local Limits evaluations, Sewer Use Ordinance reviews, and Enforcement Response Plan reviews.

Mr. Ross’ company, MMS, has worked with over 60 municipalities and utilities nationwide to develop and implement fats, oils and grease (FOG) programs. Mr. Ross FOG program expertise includes legal authority review, FOG ordinance or policy development, food service establishment inspection training, enforcement, residential FOG control and awareness, grease control equipment certification program, web-based database implementation, and approved grease waste hauler program. MMS has conducted over 30,000 food service establishment FOG inspections. Mr. Ross has worked with the EPA Region 4 Criminal Investigation Division to identify illegal hauled waste dumping which resulted in prosecution of the hauled waste company.

Mr. Ross has been the expert speaker at over 40 industrial pretreatment program seminars and conferences in EPA Regions 1, 4, 5, 6, and 9, including two EPA webinars for hauled waste and wastewater sampling and monitoring. Also, he is the co-founder and instructor for the Kentucky-Tennessee Water Environment Association Pretreatment Certification Program. In addition, Mr. Ross has a State of Tennessee Grade IV Wastewater Treatment Operator’s License.

Prior to the formation of Monitoring & Management Services, Mr. Ross worked as Chemical Manager for Henkel/GM that included supervision of over 70 vendors, providing wastewater treatment recommendations, and identification of pollutant sources that had previously been issues. Mr. Ross was the Environmental Monitoring Supervisor/Technical Service Representative at a private laboratory for 6 years, with the responsibility of overseeing all wastewater and drinking water clients. He was a Biologist for a municipality for 8 years with responsibilities that included industrial pretreatment sampling, monitoring, permit writing, enforcement, receiving stream sampling, and biological/macroinvertebrate stream assessment.

Program Manager

Mr. Wright has over 20 years of experience assisting with FOG Program implementation for cities, web-based database reporting, training and tracking, sanitary sewer overflow source identification reporting, grease waste hauler reporting, supervision and training of MMS inspectors, and has conducted over 23,000 food service establishment FOG inspections in several cities.

Thomas Farmer
Lead Environmental Inspector

Mr. Farmer has over 8 years of experience training FOG inspectors, identifying sewer line chronic grease impact sources, sanitary sewer overflow source identification reporting, and has conducted over 12,000 food service establishment FOG inspections in several cities.

Steve Clark
East Tennessee Operations Manager

Mr. Clark has over 25 years of industrial pretreatment program inspections, sampling/monitoring, enforcement, and reporting. He conducts grease waste hauler company audits, FOG Program reviews, and has conducted over 7,000 food service establishment inspections in several cities.
